Current Activity Charges

PCRF Charge - The PCRF or Power Cost Recovery Factor, is the rate component that directly reflects the fluctuating cost required to generate electricity. Charged monthly per kWh of usage, the money collected through this fee is penny-for-penny only what is needed to recover the necessary amount for power costs. Energy Charge - The energy charge is the base energy fee charged monthly per kWh, which is the total amount of energy consumed. This charge is used to recover a portion of power costs and all operating costs of the Cooperative.

Demand Charge – Applied to non-residential services, the demand charges are based on the highest level of electricity you demand at one time during the billing period. For more information, you can review our frequently asked questions at https://hilco.coop/faq

Facilities Charge – This charge is a monthly minimum facility fee for the availability of electric service.

Security Light – This fee is for any outside lighting installed and maintained by HILCO Electric on or around your premises. This charge varies based on the wattage of the lamp and the monthly energy plus PCRF charges.

Round Up Amount - Operation Round Up® is a voluntary program in which we "round up" your electric bill each month to the nearest dollar amount to provide funding for local community and charitable organizations in our service area. State or County Sales Tax - Applied to non-residential services, this tax is imposed by the State of Texas. It is collected and remitted to the State of Texas.

City Sales Tax - Some cities in our service territory impose a city sales tax that we must collect and remit. Any meter in the city limits must pay that tax. We do not keep any of these funds. City Franchise Fee - All cities in our service territory impose a franchise fee that we must collect and remit to them. Any meter in the city limits must pay that fee. Other Tax – This tax captures all the miscellaneous taxes that our billing system does not have a category for. An example is, in Hill County, there is an Emergency Service District that requires a tax to be collected. Securitization Fee – A recovery fee implemented in response to the financial impacts of Winter Storm Uri on the ERCOT power region. The Texas Legislature enacted Senate Bill (SB) 1580 in 2021. SB 1580 established a process for electric cooperatives to use securitization financing to recover extraordinary costs and expenses incurred due to the February 2021 winter storm in order to repay the charges owed to ERCOT. Securitization financing is a common method used by utilities to pay costs associated with extreme weather events or damage from natural disasters.
